Whether they will list the projects approved under the United Nations Special Emergency Programme for the Horn of Africa for the period February to July 1992, the cost of each project, and the amount contributed by the United Kingdom in each case.
§ Baroness Chalker of WallaseyA copy of the Special Emergency Programme for the Horn of Africa (SEPHA) appeal document, which lists projects covered by the appeal, has been placed in the Libraries of the House. The SEPHA appeal relates only to the work of UN agencies. It does not cover the vital relief work undertaken by voluntary agencies, including British non-governmental organisations through whom we channel a substantial amount of our humanitarian assistance.
As was stated by my noble Friend, the Earl of Caithness, on 13th February, (col. WA38) the British Government has pledged £23 million to the SEPHA appeal. The contribution is made up as follows:—
Tonnes £ million Food aid (i) Ethiopia including Eritrea and 20,000 (ii) Sudan 25,000 12 Non-food aid (i) UNHCR activities in the Horn 5 (ii) British NGO humanitarian activities 6 Forty-one thousand tonnes of the new food aid has already been committed to specific UN or NGO projects. £2.19 million of the £6 million non-food aid has so far been committed to specific NGO projects in Ethiopia, Eritrea, Sudan and Somalia; and £1 million is earmarked for refugee projects under the International Conference on Assistance to Refugees in Africa (ICARA) umbrella.
Our contribution to the SEPHA appeal is additional to our share of the 293,500 tonnes of food which the Horn will receive from the EC Special Food Aid Programme for 1992, which was approved by the Development Council on 4th May. We expect this to be in the region of £12 million in value.
