§ Mr. MackinlayTo ask the Secretary of State for the Home Department what criteria have been applied in deciding which non-Home Office forces shall be included within the jurisdiction of the Police Complaints Authority; and how those criteria have been applied in the case of(a) Dover Harbour police and (b) the Royal Parks Constabulary.
§ Mr. Charles WardleIt would be, in the first instance, for the Police Complaints Authority and the authority maintaining the police forces concerned to reach agreement, with the approval of the Home Secretary, for the establishment of procedures corresponding to those set out in part IX of the Police and Criminal Evidence Act 1984. Such an agreement has been approved in the case of the Royal Parks Constabulary. Whether it would be appropriate for the PCA to make an agreement with the smaller Dover harbour police is a matter which is still being explored.
