286Wyears are, therefore, not directly comparable with the figures for earlier years. Under the new system the HIP allocation is an assessment of relative need for housing capital expenditure rather than a direct borrowing approval. Borrowing approval is now conveyed by the single, cross-service, basic credit approval, which is set at a level which takes account of each authority's ability to finance expenditure from usable capital receipts.
2Since 1981–82 local authorities have been able to augment the borrowing power of their HIP allocations by using the prescribed proportion of their capital receipts.
