§ Mr. McLoughlinA study published by the Health and Safety Executive for May 19911 contains a comparison of accident statistics showing that British rates of fatal injury were substantially lower, both for main industrial sectors and for all industries combined, than in Italy, France and Spain, apart from agriculture where rates were roughly similar to those in Britain, and lower than in west Germany in manufacturing and services. It also suggests that a similar position applied for non-fatal injuries.
