§ Mr. RedwoodResearch commissioned by the Department and carried out by the Institute of Local Government Studies at the university of Birmingham has found that annual cost savings of 6 per cent. of contract value have been achieved by local authorities as a result of competition for services under the Local Government Act 1988.
