asked Her Majesty's Government:

Whether general managers of family health services authorities are expected to be strictly non-partisan at all times, and whether the action of the chief executive of Gloucestershire FHSA in canvassing for changes in the Clothier Regulations is consistent with this expectation.

All general managers of family health services authorities (FHSAs) are expected to be non-partisan in making decisions on applications bound by the Clothier Regulations. FHSAs are expected to be fair and impartial when considering dispensing arrangements, taking into account local circumstances and patients' best interests. There is no reason to believe that the chief executive of Gloucestershire FHSA has failed to meet these requirements.
