§ Mr. LeighThe 1990 White Paper on the Environment —"This Common Inheritance" (Cm 1200)—and the first year report (Cm 1655) affirmed the Government's commitment to favouring recycled products where they are available of adequate quality and where they represent value for money. This message was reinforced in the Government's environmental action guide for building and purchasing managers, which was published in August 1991. All Government Departments are looking to develop strategies to improve their environmental housekeeping by the end of 1992; this may well lead to further increases in the procurement of recycled products, including tissue products, by Government Departments.
