§ Mr. David HuntI have today laid before the House the special grant report for 1992–93 which sets out my proposals for the payment of grant towards the revenue cost of implementing the council tax. The report sets out grant allocations to individual billing authorities and the conditions that I intend to impose on the payment of grant. A copy of the report is being sent to all local authorities in Wales today.
I have also made credit approvals available to billing authorities to cover the estimated capital cost of preparation work.
