What is the the cost of cigarettes handed out by chaplains in HM Prisons, and whether, in the interests of health care, they will issue an instruction that this practice must be discontinued.

The information requested by the noble Lord is not available and no such instruction is planned. Guidance on the health risks from smoking in prison establishments was issued to medical officers in prisons in 1989.
