asked Her Majesty's Government:

Whether, during the United Kingdom presidency, they will press the Commission to ensure that the White Paper on development is aimed primarily at reducing poverty and fostering sustainable development.

The Commission paper on Community development co-operation policy in the run-up to 2000 (SEC(92) 915 final) has already been issued in its final form. The Council of Development Ministers will consider it in November. We intend that the Council conclusions should set out the basis for achieving the objectives in Article 130u of the Maastricht Treaty, including how EC develop-ment policy will promote sustainable economic and social development and reduce poverty in developing countries.
