Whether, during the United Kingdom presidency, they will promote the untying of bilateral aid programmes of member states, including that of the United Kingdom.

We have already asked the Commission to produce a paper identifying ways in which the bilateral aid programmes of member states could be untied to permit Community-wide procurement.
