§ Mr. Charles WardleDuring 1991, 5,338 police officers were recruited in England and Wales. The figures for 1989 and 1990 are 7,364 and 5,560 respectively. Recruitment figures for 1991 reflect the fact that establishment increases did not come into effect until October.
