To ask the Secretary of State for Transport when he expects the Council of Ministers to approve the draft directive on safe transport to work of workers with reduced mobility; and if he will make a statement.

There was full discussion on the draft directive on safe transport to work of workers with reduced mobility in European Standing Committee A on 16 October 1991. I explained my position in detail at that time.

I welcome moves towards more accessible transport for people with disabilities and my Department is actively promoting and encouraging them. There are a number of legal and technical objections to the directive as currently drafted. I will he discussing with the industry, with disabled people as consumers and with European colleagues, the best way to make progress.
