§ Mr. Garel-JonesThe provisions added to the treaty of Rome by the Maastricht treaty—articles 8 to 8e—which establish citizenship of the union refer to "duties" imposed by the treaty of Rome, but do not themselves impose any specific duties. The treaty of Rome in general, as amended by the Maastricht treaty, imposes no duties which do not flow from the direct effect of EC law.
