§ Mr. Douglas HoggMy right hon. Friend discussed nuclear non-proliferation and the treaty on the non-proliferation of nuclear weapons—NPT—in all four countries. In India he urged early adherence to the NPT and commended the United States proposal for talks on nuclear restraint in south Asia. He received assurances from Russia, Ukraine and Kazakhstan that nuclear weapons would continue to remain under central control and that the latter two countries would also accede to the NPT in due course.
