To ask the Secretary of State for Defence if he will provide details of the facilities charge paid by United Kingdom forces stationed overseas; whether there are exceptions to the payment of this tax for troops stationed at NATO, the United Nations and other bases which are not run directly by his Department; and if he will make a statement.

Service accommodation charges worldwide formerly included elements for domestic rates, which were removed on the introduction of the community charge. Overseas, rates elements were superseded by the facilities charge, representing a contribution to the cost of facilities and amenities available to personnel and their families, from which they continue to derive the same benefit as before. The facilities charge currently ranges from £62 to £276 per annum, or double this in married quarters, depending on the type of accommodation occupied. The average payable is £208 per person per annum.

Personnel serving overseas with international organisations normally occupy rented accommodation, and receive allowances to cover the costs. Rates of these allowances are reduced to take account of the accommodation charge, including facilities charge, that would be payable in service accommodation. Personnel on loan service or exchange postings are subject to special arrangements reflecting local conditions.
