§ Mr. Michael ForsythLocal authorities in Scotland receive an allocation of consent to incur capital expenditure on schools, further education colleges and community education buildings. Within their overall level of consent, they are free to determine which educational building projects will proceed. I refer the hon. member to the answer given on 6 December 1991.
