asked Her Majesty's Government:

Whether United States bombers based in the United Kingdom have been practice-bombing the Scottish island of Garbh, and if so whether Her Majesty's Government will state publicly that the United States will not be allowed to bomb Libya from the United Kingdom except in accordance with a UN Security Council resolution.

United States Air Force F-111 aircraft based in the United Kingdom regularly carry out practice-bombing at Garbh Island as part of their routine training. With regard to military action against Libya, we seek a peaceful solution to the current problem and to that end continue to urge the Libyan authorities to meet the demands placed on them by the United Kingdom, United States of America and France in the wake of the destruction of Pan Am 103 and UTA 772. I have nothing to add to what my noble friend Lord Caithness said in his letter to the noble Lord of 2nd January 1992.
