§ Mr. DorrellNo full assessment has been made of the working of no-fault compensation schemes, although the Department has noted developments in Scandinavian countries and New Zealand. The question of no-fault compensation was fully debated last year during the NHS (Compensation) Bill. The House decided on a free vote against the measure and the Bill did not receive a Second Reading.
