§ Mr. BaldryThe message that is being received by my Department is that local authorities are responding positively to the new duty to keep their land clear of litter and to the other measures incorporated in part IV of the Environmental Protection Act 1990. I am sure that this is having a positive impact on the cleanliness of streets, parks and other places.
