To ask the Secretary of State for Wales what feasibility studies have been initiated by the Welsh Office into the development of Milford Haven into the

a shortfall in fees payable on loans to local authorities. The increase will be charged to the reserve and will not therefore add to the planned total of public expenditure. The running costs limit will be reduced by £20,000 from £1,297,000 £1,277,000.

To ask the Chancellor of the Exchequer whether there will be any changes to the Treasury's running costs limits in 1991–92.

Mr. Maples

The Treasury's running costs limit for 1991–92 is being reduced by £1,213,000 from £86,603,000 to £85,390,000 in order to meet an increased requirement for capital expenditure and an increase in the grant in aid to the Inter-Parliamentary Union. These changes will be reflected in a token supplementary estimate which will be presented for parliamentary approval in due course.
