To ask the Secretary of State for Scotland if he will detail his reasons for not allowing those local authorities which have incurred losses as a result of the BCCI affair to treat the sums involved as capital projects; and if he will make a statement.

The accounting treatment of its BCCI loss is a matter for each local authority concerned to agree with its auditors.
