To ask the President of the Board of Trade what plans he has to bring forward legislative proposals to oblige telephone service providers to lower or remove the standing charge element of domestic telephone bills.

I have no such proposals. Under existing legislation, the Director General of Telecommunications has the power to limit or reduce telecommunications operators' standing charges if he considers that there is insufficient competition to ensure that prices are set at a fair level.
