§ Mr. Robin SquireStandard spending assessments reflect the revenue costs of providing a standard level of service across the full range of local authority services, including recycling. Under the provisional capping criteria, which my right hon. and learned Friend announced in his statement on 26 November, no local authority expenditure would be outside the capping regime.
