§ Mr. ForthThe Government's policy on education is not to increase the powers of my right hon. Friend. It is to devolve the maximum possible power to the individual institutions with responsibility for providing education: schools, colleges of further education and universities.
The contents of the Education Bill now in Standing Committee reflects this aim, as the most appropriate way to secure higher standards of education.
