§ Mr. BoswellThe public expenditure proposals announced by my right hon. Friend on 12 November assumed that the proportion of young people entering higher education—which is now well over one in four—would remain broadly constant over the next three years. Beyond that, the Government have made no detailed assumptions about the number of entrants each year.
