§ Mr. NeedhamNo international agreements encourage discrimination of this sort. There are severe practical difficulties in identifying goods allegedly produced using such labour given the varied and complex channels of production and distribution which exist in international trade. My Department receives occasional representations that goods produced under such conditions represent unfair trade.
