To ask the Secretary of State for the Environment what steps he is taking to reduce the level of capital investment required by South West Water as a result of European legislation.

Our obligations for the time being under European Community legislation must be met, though we seek to ensure that it is done at the lowest cost to consumers. We consider that revisions of certain features of both the drinking water and bathing waters directives are overdue, and impose unnecessary costs on European consumers.
