§ Mr. Douglas HoggAs indicated in the answer given by my right hon. Friend the Minister of State to the hon. Member for Newport, West (Mr. Flynn) on 5 June at column673, the present policy of all countries participating in the co-ordinating committee on multilateral export controls is to provide those proscribed destinations that have embarked on political reform with progressively wider access to COCOM-controlled goods and technology, as they establish effective export controls. To this end, an informal co-operation forum on export controls has been established: its first meeting was held in Paris on 23 and 24 November.
