§ Mr. Kenneth CarlisleThere is nothing to prevent an owner or occupier making representations against the proposed use of a goods vehicle operating centre which is the subject of an application before a licensing authority, in circumstances where the operating centre and the owner or occupier's property are in different traffic areas. The only criteria are that the representor's property must be shown to be adversely affected and that it falls within what the licensing authority determines to be the vicinity of the operating centre in question.
