The main functions to be market-tested to September 1993 were published in the citizens charter White Paper (Cm 2101) on 25 November 1992. The impact of the acquired rights directive and Transfer of Undertakings (Protection of Employment) Regulations 1981 will be fully taken into account, and legal opinion sought on a case-by-case basis.
