Mr. Leighton

To ask the Secretary of State for Employment how the training and enterprise councils will be integrated into the citizens charter.

Mr. Jackson

My right hon. and learned Friend the Secretary of State wrote to all training and enterprise council chairmen on the 22 July to encourage them to establish a citizens charter for the activities for which they are responsible.

Mr. Leighton

To ask the Secretary of State for Employment what arrangements exist for the transfer of pension rights, continuity of service and allowances for civil service staff seconded to training and enterprise councils.

Mr. Jackson

All Employment Department staff on secondment to TECs remain civil servants employed by the Department. As such, they have the same terms and conditions of service including pension entitlement and allowances, as any other members of staff within the Department. Their continuity of service whilst on secondment is guaranteed.

Mr. Hinchliffe

To ask the Secretary of State for Employment how he will introduce employment action into areas where training and enterprise councils do not take part in the scheme; and if he will make a statement.

Mr. Jackson

In those few areas where the local TEC has declined to participate in employment action my officials will arrange contracts direct with providers.
