To ask the Secretary of State for Foreign and Commonwealth Affairs if he has considered the decision of the International Labour Organisation at its 1991 annual conference in Geneva to call for the restoration of the right of trade union membership to staff at Government Communications Headquarters; and if he will make a statement.

The Government remain firmly committed to their present policy on union representation at Government communications headquarters.
