HC Deb 14 October 1991 vol 196 cc58-9W
Mr. Spearing

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement concerning the items discussed and conclusions reached at the meeting of Foreign Ministers of member states of the European Community held on 6 September.

Mr. Garel-Jones

At the Foreign Affairs Council on 6 September the United Kingdom was represented by my hon. Friend the Minister of State for Foreign and Commonwealth Affairs. The Council discussed the association agreement negotiations with Poland, Hungary and Czechoslovakia, but was unable to reach agreement on a revised negotiating mandate for the Commission. Ministers met their counterparts from the Baltic states and issued a statement stressing the willingness of the Community and member states to establish diplomatic relations with them. Ministers also discussed the latest developments in Yugoslavia and agreed to convene a peace conference on 7 September.
