§ Sir Wyn RobertsTraining and enterprise councils (TECs) are under a clear contractual duty to ensure that every young person under 18 not in full-time education or in a job who is seeking entry to youth training should have the offer of a suitable training place. I expect the South Glamorgan TEC to make every effort to ensure that young people receive timely offers of training and I am satisfied that the TEC has sufficient resources to meet the guarantee.
§ Mr. MorganTo ask the Secretary of State for Wales, pursuant to his answer of 19 November,Official Report, column 115, to the hon. Member for Alyn and Deeside, what number of (a) Easter and (b) summer school leavers in 1991 in south Glamorgan have been waiting more than (i) one month, (ii) three months and (iii) six months to commence placements or courses under the youth training guarantee.
