To ask the Lord President of the Council what study he has made of the likely impact of adoption of the two draft treaties on economic and monetary and political union on the powers, activity, and operations of the House.

[holding answer 15 November 1991]: The practical implications of the draft treaty provisions on economic and monetary and political union for the work of this House can only be assessed once the negotiations are complete. The Government have emphasised the essential role of national Parliaments in providing proper democratic scrutiny of the Community's activities, and have tabled a draft conference declaration aimed at reinforcing the role of national Parliaments.
