§ Mr. AlisonStipends have traditionally been regarded as remuneration which enables clergy to pursue their ministry and support themselves and their families, rather than rewards or salaries for a job of work. In this sense, stipends are not competitive remuneration for which performance-related pay might be an appropriate mechanism.
