§ Mr. MarlowTo ask the Lord President of the Council what consideration he has given to the impact of the granting of veto powers in the European Parliament on the scrutiny process of European legislation in the House.
§ Mr. MacGregor[holding answer 11 November 1991]: The proposals under consideration in the intergovernmental conference on political union to extend the powers of the European Parliament would, if agreed, have no direct impact on the process of scrutiny of European legislation in the House. The Government have made clear in the intergovernmental conference the importance they attach to effective scrutiny of proposals for European legislation by national Parliaments and has tabled a draft conference declaration to this effect.
