§ Dr. David ClarkTo ask the Secretary of State for Health what plans he has to reverse the decision to encourage project grants at the expense of core grants under section 64 of the Health Services and Public Health Act 1968; and if he will make a statement.
§ Mr. Dorrell[holding answer 5 November 1991]: We have no such plans. We are aiming to reduce the 80 per 276W cent. of the section 64 general scheme budget currently spent on core grants in order to increase the scope for pump-priming and innovative projects, but the greater part of the budget will continue to go on core funding subject to three yearly review. It is necessary to strike the right balance and this is consistent with the approach of the report "Scrutiny of Government Funding of the Voluntary Sector" published in April 1990.
