To ask the Secretary of State for Transport what action his Department will take in response to complaints from the public about smoke from cars, vans and other vehicles not subject to operator licensing.

Excessive smoke is usually emitted by diesel rather than petrol engines. As heavy goods vehicles and buses are likely to be the main offenders, and are also the ones against which sanctions are available under operator licensing, the Department has given priority to those larger vehicles. Instrumented checks of emissions from cars and light goods vehicles will, however, be part of MOT tests from 1 November.
