To ask the Secretary of State for Education and Science whether he will list his detailed powers with respect to the financial conduct of a polytechnic.

Generally, polytechnics are responsible for their own financial conduct. The powers of my right hon. and learned Friend in respect of the polytechnics and colleges sector are set out in the relevant provisions of the Education Reform Act 1988. Details of his financial relationship with the sector are in the financial memorandum between the Department and the Polytechnics and Colleges Funding Council, a copy of which is available in the Library.
