§ Lord James Douglas-HamiltonThe outstanding capital debt associated with public sector housing in Scotland at 31 March 1991 amounted to £4.7 billion, or about £5,700 per house. The Government provide subsidy to those public sector housing authorities with relatively high levels of capital debt.
