To ask the Secretary of State for the Environment what unadjusted gross and net percentage rate of tax on the freehold or leasehold value of dwellings in England would be required to yield £6.8 billion of revenue for local government purposes; and if he will publish a table showing the rate of tax and yield nationally and regionally.

The explanatory notes covering the illustrative council tax bills published on 23 April show that the 18.9 million homes in England had an estimated value of about £80,000. This implies a total value of £1,500 billion and a tax rate of under 0.5p per pound of value to raise £6.8 billion.
