Who is paying for the building of new bunkers for United States missiles in the United Kingdom.

I assume that the noble Lord is referring to the weapon storage vaults which are to be installed at certain airbases operated by the United States Air Force in the United Kingdom. As my honourable friend confirmed during his statement in another place, (Official Report, Commons, 16th April, cols. 164–5) building of these vaults is to be funded by NATO.
