To ask the Secretary of State for Social Security when he intends to issue for consultation his guidelines for visiting doctors on the care component of disability living allowance for(a) the under two-year-olds and (b) disabled people over the age of two; and if he will make a statement.

We have no plans for consultations on the largely procedural guidelines for visiting doctors—examining medical practitioners. We will, however, be consulting disability organisations and specialist groups in the near future on the guidelines for adjudication officers and the doctors who advise them, about the care and mobility effects likely to arise from different medical conditions. We shall also be consulting organisations about the self-assessment claim pack for disability living allowance which should enable many claims to be determined without the need for an examination by an EMP.
