Mr. Wigley

To ask the Secretary of State for the Environment whether he will make it his policy to broaden the definition of substantial demolition as part of the Building Regulations (part M) to cover(a) classification or determining the independence of an extension to a building, (b) that material alterations are taken into account and (c) that part M regulations cover the curtilage of the construction site so that concerns such as car parking space can be taken into account.

My Department is conducting a review of part M of the Building Regulations as part of a wider review of the regulations as a whole. The issues raised by the hon. Member are being thoroughly considered by my Department and the building regulations advisory committee, together with other responses to the recent consultation exercise. I expect the revised guidance on part M to be published later this year.
