asked Her Majesty's Government:

Whether in their view it is the duty or in the interest of the European Community to contribute to a fund, administered by the United States of America, to influence the politics of central America and the Caribbean, in view of the impact of United States activity in the area in recent years, much of which has been unlawful or destabilising or both.

The members of the EC took part in the inaugural meeting of the "Partnership for Democracy and Development" (PDD), held in Costa Rica on 9th/10th April this year. The countries of Central America welcomed the establishment of the PDD, whose aims are to co-ordinate economic assistance and political support for the Central American region. There has been no proposal for the creation of a fund within this structure.
