To ask the Secretary of State for the Environment what value and percentage of capital receipts from the sale of local authority dwellings between 1980 and 1991 was spent each year by local authorities on(a) new building, (b) repairs and maintenance and (c) servicing of debt.

We have no figures on the use of capital receipts from the sale of dwelling houses for these purposes. This is because capital receipts form one element of each authority's pooled capital resources. As from 1 April 1990 authorities have been required to set aside 75 per cent. of capital receipts from the sale of dwellings for debt redemption.
