To ask the Secretary of State for the Environment what recent consideration he has given to the use of capital receipts by local authorities with a view to introducing more flexibility into the system in order to provide accommodation for homeless people.

We have already introduced a number of relaxations to the rules on the use of capital receipts by local authorities, in particular to encourage provision of low-cost housing. We intend to keep these rules under review to ensure that they are fully achieving our policy aims.
