Friend the Secretary of State for Foreign and Commonwealth Affairs discussed the situation in the Baltic Republics with his Soviet counterpart, Mr. Bessmertnykh and with President Gorbachev in Moscow on 21 March. In both meetings he stressed our belief that constructive negotiations between Moscow and the republican authorities should begin as soon as possible.
